How to Improve WhatsApp Broadcast Delivery Rates

Your dashboard says 10,000 sent. Only 8,400 shows were delivered. Where did the other 1,600 go?

Most teams blame the template or the opt-in. Those matter, and we’ve covered them in our guides on sending a WhatsApp broadcast for business and messaging tier limits. This post is about the habits around the send that quietly decide delivery.

Quick answer: Treat delivery as a list and frequency problem. Clean numbers before every send, give each contact a message budget, send to engaged contacts first, retry with rules, and read your failure codes.

Why do WhatsApp broadcasts fail even on valid numbers?

Because you are not the only one messaging that person. Meta limits how many marketing templates one user can receive across all businesses, and that limit adapts to the person’s recent engagement. When a message is held back, you see error 131049. Meta advises waiting at least 24 hours before resending after that error.

People who don’t engage are the most likely to miss your message. Message them less, and focus on the people who actually respond.

Step 1: Clean your number list before every campaign

Do this before each send, not once a year.

  • Use one format, with the country code and no spaces or symbols.

  • Remove repeated numbers. In Emovur’s CSV upload, you can choose to send once only when a number appears twice.

  • Remove numbers that came back undeliverable in your last two campaigns.

Step 2: Limit how many messages each contact gets

Sometimes two teams in your company message the same person in the same week. That is too many messages for one customer.

Fix it in two steps:

  • Keep one shared calendar so everyone can see what is going out.

  • Set a limit per contact, for example a fixed number of broadcasts every 30 days. Start with a low number and raise it only if results stay good.

Use labels to mark who already got which campaign. That way you can check the limit before every send.

Step 3: Send in rounds, active contacts first

Don’t send it to everyone at once. Split your list into three groups and send one group at a time:

  • Round 1: people who replied or clicked recently

  • Round 2: people who read your message but didn’t reply

  • Round 3: people who haven’t responded in a while

Check for failed messages after each round. If round 3 has many failures, you’ve learned something without affecting your best contacts. Meta doesn’t share exact rules, so test this and see what works for you. To build these groups, read how to segment a WhatsApp broadcast audience.

Step 4: Retry with rules, not panic

Read the failure code first. Then act.

Error

What it usually means

What to do

131049

Meta held the message back for that user

Wait at least 24 hours, retry once, then pause the contact

131026

The message is undeliverable because of a recipient-side issue

Check the number and format, remove after repeat failures

131050

The user has stopped receiving marketing messages from you

Never retry, suppress permanently

Step 5: Give failed contacts a backup route

A failed broadcast to a hot lead is a lost lead. After two failures, move that contact to a call, SMS or email follow-up. Keep this for high-value contacts so it stays manageable.

Step 6: Run a seed test before a big send

Send the campaign first to 20 to 50 numbers you control, on different phones. Check that variables fill correctly, media opens and links work. Then send the full list.

Step 7: Plan for replies, not just reads

Messages people respond to build healthy engagement. Ask one easy question or add a quick reply button. A reply also opens the 24-hour session, so your team can answer freely in the shared inbox.

FAQs

What is a good WhatsApp broadcast delivery rate?
Meta doesn’t publish a standard benchmark. Track your own rate per campaign and improve against that baseline.

Why does my broadcast show sent but not delivered?
The phone may be off, the number may not be on WhatsApp, or Meta may have held the message for that user. Check the error code.

Can sending more often hurt delivery?
Yes. Heavy sending to quiet contacts raises the chance of messages being held back.

Should I resend failed messages right away?
No. For 131049, wait at least 24 hours and retry once.

Should I remove contacts who never read my broadcasts?
Move them to a lower-frequency list after several unread campaigns, and remove them if they stay silent.
