Introduction of a New Message Category – Meta Business Agent
Until July
1, 2026, every non-template message( customer service window) that a business sent in response to
a customer was treated as a service message, regardless of whether it was
written by a support agent or generated using AI.
But now Meta
has rolled out non-template messages into two separate categories:
1. Service messages are non-template replies to
customers through your support team or by using an AI chatbot from a third-party provider. Meta classifies those replies as service messages—this has remained unchanged.
2. Meta Business Agent Messages is also a non-template reply
sent to a customer, but it is powered by Meta's own Business Agent Platform
instead of a human agent or a third-party AI tool. Meta has created this as a
separate message category on the platform.
NOTE: The new Meta Business Agent category is relevant only for businesses that
choose to use Meta's own Business Agent Platform for AI-powered customer
conversations.
Change 2:
Meta Business Agent Messages Became Chargeable from August 1, 2026
After
introducing Meta Business Agent category, Meta has announced that businesses that use these features will be paying for these conversations from August 1, 2026.
Unlike
normal WhatsApp messages, which are paid per message, Meta Business Agent
communications are charged by the amount of AI tokens utilized throughout the
discussion. The pricing comprises both AI processing and message delivery in
one payment.
Note: This change only applies to
businesses using Meta Business Agent. If your business relies on human support
teams or third-party AI platforms, this pricing update does not apply to your
regular customer support conversations.
Change 3:
Service Messages Will Become Chargeable from October 1, 2026
The most
important updates for any businesses using the WhatsApp Business API; when
a customer sent your business a message and your team replied within the
24-hour customer service window using a normal (non-template) message,
Meta did not charge for that reply.
But from
October 1, every service message that your business sends to a customer
within the free service window will be charged on a per-message basis. These
messages have remained free since November 1, 2024, but that free period ends
on October 1, 2026.
Change 4: Utility Messages Sent During an Active Customer Conversation Will Also Be Charged
Another
major update has been announced is that, the utility messages
such as order confirmations, shipping updates, invoice notifications, etc. Previously, if one of these utility messages was sent while a 24-hour customer
service window was already open, Meta did not charge for it.
But from October 1, 2026, that
exception is being removed. Utility messages sent within an open customer
service window will also be charged on a per-message basis.
