WhatsApp Service Messages: Pricing, Charges & the 2026 Update

WhatsApp Service Messages: Pricing, Charges & the 2026 Update

Introduction:

Previously, businesses could respond to customer-initiated conversations without paying a Meta messaging fee, as long as the messages were sent within the 24-hour customer service window. However, Meta’s new pricing update changes this model.

From October 1, 2026, service messages sent in response to customer-initiated conversations will be charged on a per-delivered-message basis, including messages sent within the 24-hour customer service window.

Before we thrive into the pricing update let us first understand what service messages and how will this change affect your whatsApp API pricing budget.

What Is a WhatsApp Service Message?

A service message is a free-form reply your business sends after a customer messages you first on WhatsApp. No template, no pre-approval, just a normal conversational reply, like a support agent or chatbot answering a question.

Every service message lives inside what Meta calls the 24-hour customer service window, and it's a core part of how the WhatsApp Business API handles support conversations.

How the 24-Hour Customer Service Window Works?

When a customer messages your business on WhatsApp, a 24-hour customer service window begins. During this period, you can respond freely without using a pre-approved template. If the customer sends another message, the 24-hour window resets.

For example, if a customer sends a message at 10 AM, you can respond until 10 AM the following day. If the customer sends another message at 6 PM, a new 24-hour window begins at that time.

Meta Ends Free WhatsApp Service Messages

As of today, these service messages sent inside a 24-hour window are free, but starting from October 1, 2026 things change. A shift we cover in full in Meta's new WhatsApp pricing, explained.

In short, Meta will begin charging for:

  • Service messages: From October 1, 2026, service messages will be charged per delivered message, including those sent within the 24-hour customer service window. Rates vary by recipient market.

  • Utility messages: These transactional messages may be free when sent within an open customer service window. Outside the window, standard utility rates apply.

  • Marketing messages: These are charged separately based on the recipient's market and are not covered by the 24-hour customer service window.

Final Takeway:

For businesses using the WhatsApp Business API for customer support, this makes it important to understand WhatsApp service message pricing, monitor message volumes, and distinguish service messages from utility and marketing messages.

Reviewing your conversation flows and reducing unnecessary follow-ups can help you manage messaging costs more effectively.

Commonly Asked Questions

1. Is a WhatsApp service message free?

Yes, currently. Service messages sent inside the 24-hour customer service window carry no charge. That changes on October 1, 2026, when Meta starts billing them at the same rate as utility/authentication templates.

 2. What happens when the 24-hour customer service window closes?
Once 24 hours pass without a new message from the customer, you can no longer send free-form replies. Any further business-initiated message must use a pre-approved template (utility, marketing, or authentication), which is billed per message.

3. What's the difference between a WhatsApp service message and a template message?

A service message is a free-form reply sent inside an open customer service window — no approval needed. A template message is a pre-approved format used to message a customer outside that window (or proactively), and it's billed by category and country.

4. Does the customer service window reset with every message?
Yes. Every new message the customer sends restarts the 24-hour timer. As long as they keep replying, the window — and the ability to send free service messages — stays open.
